Shura Council Participates in the 20th Session of the Conference of the Parliamentary Union of the OIC Member States in Baku

H.E. Khalid Hilal Al Maawali, Chairman of the Shura Council and Head of the Sultanate of Oman’s delegation participating in the 20th Session of the Conference of the Parliamentary Union of the OIC Member States (PUIC), currently being held in Baku, Republic of Azerbaijan, under the theme “Promoting Sustainable and Inclusive Economic Development in OIC Member States through Parliamentary Cooperation,” stressed the importance of strengthening parliamentary cooperation among member states of the Organisation of Islamic Cooperation (OIC) as a key pillar for supporting sustainable and inclusive economic development.
In the Sultanate of Oman’s statement delivered before the Conference, H.E. highlighted that accelerating economic transformations and growing global challenges necessitate greater coordination and intensified joint parliamentary action to develop legislative frameworks that support investment and innovation, promote governance and transparency, and contribute to building more resilient economies capable of addressing future challenges.
H.E. also highlighted the development approach adopted by the Sultanate of Oman under Oman Vision 2040, and the progress achieved in the areas of economic diversification, business environment enhancement, digital transformation, support for small and medium-sized enterprises, private sector empowerment, attraction of quality investments, and human capital development as a principal driver of sustainable development.
He further called for strengthening economic integration and parliamentary cooperation among member states and making effective use of the economic, human and natural resources available across the Islamic world. In this regard, H.E. proposed studying the establishment of a parliamentary economic platform for member states of the Union to facilitate the exchange of expertise, studies, research, and legislative and economic experiences, while enhancing coordination among parliaments on issues of common economic interest.


On political issues, H.E. commended the economic potential, human capital and natural resources possessed by OIC member states, which qualify them to become an influential economic force at the global level. He reiterated his call for the establishment of a parliamentary economic platform dedicated to the exchange of parliamentary and economic expertise, studies and research, sharing experiences and relevant legislation, and organising forums and workshops. H.E. also reaffirmed the Sultanate of Oman’s steadfast support for the Palestinian cause and called for prioritising dialogue and strengthening international efforts aimed at promoting security, stability and peace.
The Shura Council also participated in the consultative meeting of the Arab Group within the Union, which serves as a platform for coordination and consultation among Arab member parliaments on various matters included on the Conference agenda. Participants discussed a number of organisational and coordination-related issues, most notably the election of the President of the 21st Session of the Conference and the nomination of the Arab Group’s representatives to the Union’s specialised standing committees.
As part of the meetings held on the sidelines of the Conference, H.E. Ahmed Mohammed Al Nadabi, Secretary-General of the Shura Council, participated in the Seventh Meeting of the Association of Secretaries General of the Councils of the Member States of the Parliamentary Union of the OIC Member States. The meeting reviewed a number of topics related to enhancing administrative and technical performance within the secretariats-general, strengthening institutional integration, and promoting the exchange of expertise and experiences among member parliaments. Discussions also covered best practices in parliamentary administration and technical support for legislative and oversight functions, with a view to enhancing institutional efficiency and supporting the development of joint parliamentary action among member states.
The Session also witnessed a number of specialised meetings of the Union’s standing committees, which discussed various agenda items, reviewed and adopted a number of draft resolutions and recommendations submitted by the competent committees, and considered reports presented by the Union’s subsidiary bodies and institutions outlining their programmes, activities and initiatives during the previous period.
The Conference further addressed a number of organisational and procedural matters relating to the Union’s work, including the completion of procedures for nominating members to the General Committee and the Executive Committee for the upcoming term, with the aim of enhancing the Union’s institutional effectiveness and advancing the framework of joint parliamentary cooperation among member states.
The Shura Council delegation participating in the Conference comprises H.E. Ahmed Mohammed Al Nadabi, Secretary-General of the Shura Council; H.E. Hamid Juma Al Shamsi; H.E. Said Mohammed Al Saadi; H.E. Yahya Zayed Al Abdul Salam; and H.E. Yahya Said Al Musalhi, Members of the Shura Council.
