Royal Directive: Shura Council’s Second Annual Session of the Tenth Term to Commence on November 10

In alignment with the Royal Decrees issued by His Majesty Sultan Haitham bin Tarik, the Shura Council will inaugurate its second annual session of the tenth term on Sunday, November 10, 2024. This decision adheres to Article 41 of the Council of Oman Law (7/2021), which stipulates that convening and adjournment of the Council’s sessions occur by Royal Decree.
In a statement, H.E. Ahmed Mohammed Al-Nadabi, Secretary-General of the Shura Council, underscored that the Council remains committed to the strategic goals of Oman Vision 2040, reaffirming its partnership with state institutions and fostering societal engagement in legislative processes. With the start of this session, he noted, the Council continues its dedicated journey of legislative excellence, having accomplished an impressive range of achievements over the previous session. This includes the approval of 20 legislative bills and international agreements referred by the government, alongside 12 formal sittings, four of which were dedicated to dialogue with service ministers.
The Council’s commitment to legislative oversight has also been resolute, with over 200 oversight tools employed in the prior session, reflecting a thorough implementation of monitoring mandates as specified in the 2021 Council of Oman Law.
For the forthcoming session scheduled on November 10, H.E. Al-Nadabi confirmed that the Council will deliberate and vote on the Special Economic Zones and Free Zones draft law, review numerous legislative proposals, and consider responses from various ministers on member submissions. In addition, Council members will be presented with an overview of the 2025 state budget—a matter currently under meticulous study by the Economic and Financial Committee, adhering to an established timeline.
Moreover, the Council continues to bolster its transparency and commitment to public engagement. On November 5, the Council will hold its annual media briefing, inviting representatives from various media organizations and specialists in legislative affairs. This event marks a significant step toward enhancing the public’s understanding of the Council’s legislative and oversight roles, facilitating direct communication with the public on key issues. This transparency effort stands as part of a broader vision to uphold the objectives of Oman Vision 2040 and to fulfill the Council’s mandate as outlined in the Basic Law and the Council of Oman Law.
