Upon the Royal Directives November 9 Set as the Opening Date of the Third Annual Session (2025–2026) of the Tenth Term (2023–2027) of the Shura Council

Secretary-General of the Shura Council:
•    The Council enters its Third Annual Session with a solid record of legislative achievements aligned with national priorities and consistent with the implementation stages of Oman Vision 2040, fully aware of its pivotal role as a key partner in the state’s governance framework.
•    Forty-seven (47) legislative instruments and four hundred sixty-six (466) oversight tools in the first half of the Tenth Term reflect a strong national commitment to strengthening the legislative structure and addressing national issues across sectors. Fourteen (14) draft laws were approved jointly by the Council of Oman, thirteen (13) of which have been promulgated by Royal Decrees.
•    The State Budget for 2026 and the Eleventh Five-Year Development Plan (2026–2030) top the agenda of the Third Annual Session.
•    The Council’s annual media briefing reaffirms its commitment to open communication with the media and community partnership.
Muscat – The Shura Council has received the Royal Directives of His Majesty Sultan Haitham bin Tarik, ordering the commencement of the Third Annual Session (2025–2026) of the Tenth Term (2023–2027) of the Council, effective Sunday, 9 November 2025, in accordance with Article (41) of the Council of Oman Law (Royal Decree 7/2021), which stipulates that “the convening and conclusion of the Council of Oman’s sessions, whether ordinary or extraordinary, shall be by Royal Order.”
His Excellency Ahmed Mohammed Al-Nadabi, Secretary-General of the Shura Council, affirmed that the Council continues to move forward steadily toward achieving its national objectives in partnership and harmony with state institutions, in line with the Basic Law of the State and the Council of Oman Law. He emphasized that during the first half of the Tenth Term, the Council contributed significantly to enhancing Oman’s legislative framework in support of sustainable development and the national economy, while actively addressing key issues by providing insights, proposals, and practical solutions to challenges facing citizens and society.
His Excellency added that during the upcoming Third Annual Session (2025–2026), the Council will build upon its achievements in the first and second sessions, during which it reviewed 47 draft laws and agreements referred by the government across 26 regular sittings, as well as 8 ministerial statements covering various service sectors, in addition to plenary discussions on education, the labour market, and employment initiatives.


The Secretary-General further noted that the Council has strengthened its legislative role within the Council of Oman through continuous coordination and partnership with the State Council, as stipulated in Royal Decree (7/2021). This includes joint coordination between the two bureaux, specialized committees, and joint sessions held to resolve differing provisions in draft laws. During the first half of the current term, both chambers held several joint meetings and three joint sessions, approving 14 draft laws, 13 of which were issued by Royal Decrees, including:
the Wildlife Trade Law, Media Law, Electronic Transactions Law, Public Health Law, Organ and Human Tissue Transplantation Law, Financial Law, Personal Income Tax Law, Special Economic Zones and Free Zones Law, Anti-Human Trafficking Law, Protection of Guardianship over Bank Deposits Law, Real Estate Regulation Law, Public Debt Collection Law, and the Rights of Persons with Disabilities Law.
He added that the Council has demonstrated a model of responsible national engagement, utilizing 466 oversight tools during the first two sessions. It also formed several task forces to study key national files, including employment seekers, social protection expansion, and the digital economy. Moreover, the Council’s standing committees addressed over 220 topics across more than 200 meetings in various sectors.
Regarding the agenda for the first and second sittings of the Third Annual Session, scheduled for Sunday and Monday, 9–10 November, His Excellency stated that the Council will elect members of the Bureau for the second half of the Tenth Term (2023–2027), and will also review and approve the proposed amendments to the Unified Customs Law of the Gulf Cooperation Council (GCC). In addition, the Council will discuss several draft agreements, including the amended Convention between the Sultanate of Oman and the Republic of Austria for the Avoidance of Double Taxation on Income and Capital and the Prevention of Fiscal Evasion, and the United Nations Convention on International Settlement Agreements Resulting from Mediation (the Singapore Convention on Mediation).
He added that the State Budget for 2026 and the Eleventh Five-Year Development Plan (2026–2030) are among the key items on the Council’s agenda for the Third Annual Session.
In the context of enhancing community partnership and media engagement, His Excellency the Secretary-General noted that the Council will hold its Annual Media Briefing on 5 November 2025, coinciding with preparations for the upcoming session. The briefing serves as a platform to present key indicators reflecting the Council’s legislative and oversight performance, reaffirming its commitment to transparency and open dialogue with media institutions, both public and private, in order to promote public awareness of the Council’s national role.
Concluding his remarks, His Excellency Ahmed Mohammed Al-Nadabi emphasized that the Shura Council continues its legislative journey with a strong record of achievement, contributing to Oman’s ongoing development and aligning with the executive stages of Oman 


Vision 2040, fully aware of its responsibility as an essential partner in the State’s governance system.
