During its meeting today (Tuesday), the Shura Council Bureau reviewed the Council of Ministers' response to the report of the working group formed to review the benefits of the social protection system, which included the Social Protection Fund's views on the recommendations contained in the Council's report.
This took place as part of the proceedings of the Bureau's Eighteenth Ordinary Meeting of the Third Ordinary Session of the Tenth Term (2023–2027), chaired by His Excellency Khalid Al Maawali, Chairman of the Council, and attended by the honourable Members of the Bureau and His Excellency Ahmed Al Nadabi, Secretary-General of the Shura Council.
The Bureau's meeting also reviewed the Council of Ministers' message on the 2025 annual reports of the Ministry of Energy and Minerals and the Ministry of Endowments and Religious Affairs, pursuant to Article (55) of the Council of Oman Law, which stipulates that service ministers shall provide the Shura Council with an annual report on the progress of project implementation within the ministries they head, and that the Council may invite any of them to deliver a statement on matters within the competence of their ministry and to discuss it with them.
The meeting also reviewed a number of ministerial responses to monitoring tools submitted by the honourable Members of the Council. Among the most notable was the response of the Chairman of the Authority for Public Services Regulation regarding the Council's expressed desire to enhance the efficiency of electricity and water services in the Sultanate of Oman. The response indicated that the Authority had studied the recommendations in light of its competencies and the legislation and frameworks governing the relevant sectors, outlining the measures and initiatives it has taken or is undertaking to enhance service efficiency, protect subscribers' interests, and improve performance quality and institutional coordination. The Bureau also reviewed the response of Her Excellency the Minister of Social Development to the Cognizance Request on street vendors.
The Council Bureau also reviewed the response of Her Excellency the Minister of Education on the admission requirements for the Educational Qualification Diploma. The response indicated that the Ministry's decision was based on analytical studies and accurate data, together with foundations ensuring the sustainability of education quality and its outcomes. It further noted that the Ministry periodically reviews its teacher requirements in each governorate to ensure the availability of qualified national competencies, and that it will continue to monitor the outcomes of the decision and measure its impact on the numbers of accepted and applying candidates.


The meeting also reviewed the Council of Ministers' message on the Council's expressed desire to establish integrated service stations for mobile homes. The response indicated that the desire aligns with the ongoing plans of the Ministry of Heritage and Tourism, which aim overall to achieve the objectives of Oman Vision 2040 by diversifying tourism products, enhancing private-sector investment opportunities, and supporting sustainable development, and that the Ministry is currently implementing an integrated programme to develop mobile-home tourism.
