Shura Council to Hold Its Twelfth Regular Session of the Third Ordinary Session of the Tenth Term (2023–2027) Tomorrow, Monday

Secretary General of the Shura Council:

•    A new member representing the Wilayat of Duqm will take the membership oath during the session.
•    The Council will discuss a draft amendment to certain provisions of the Mineral Wealth Law issued by Royal Decree No. (19/2019).
•    The twelfth session will also witness discussion of several international agreements in the fields of maritime transport and air services, in addition to reports of the standing committees concerning three members’ proposals.



The Shura Council will hold its twelfth regular session of the third ordinary session of the tenth term (2023–2027) on Monday, 9 March 2026. The session will include briefings on several draft laws and agreements referred by the Government, in addition to the discussion of a number of reports submitted by the Council’s standing committees regarding several agreements and members’ proposals.

This was stated by Ahmed Mohammed Al Nadabi, Secretary General of the Shura Council, who explained that the session will commence with the swearing-in of a new Council member representing the Wilayat of Duqm, succeeding the previous representative who assumed a governmental position. This procedure is carried out in accordance with the applicable provisions governing such cases under Article (18) of the Law of the Council of Oman, which stipulates that:

“If the seat of a member of the Shura Council becomes vacant before the end of his term, it shall be filled by one of the candidates from the same wilayat according to their ranking based on the results of the Council elections for the same term, giving priority to the candidate who obtained the highest number of votes. This shall take place within sixty days from the date on which the Council declares the vacancy. The term of the new member shall be complementary to that of his predecessor. The vacancy shall not be filled if it occurs during the six months preceding the date specified for the end of the Council’s term.”

The Secretary General added that the Council will also discuss during the session a draft amendment to certain provisions of the Mineral Wealth Law issued by Royal Decree No. (19/2019). The articles of the draft amendment will be reviewed in accordance with the report of the competent committee and the observations submitted by Members, prior to voting on the final text in line with the Basic Law of the State and the Law of the Council of Oman, in preparation for its referral to the State Council to complete the legislative process.

He further explained that the Council will also discuss the report of the Services and Public Utilities Committee concerning several international agreements, in accordance with Article (54) of the Law of the Council of Oman. These include the Agreement on Cooperation in the Field of Maritime Transport between the Government of the Sultanate of Oman and the Government of the Russian Federation, as well as Air Services Agreements with the Government of the Republic of Mali and the Government of the Federal Republic of Somalia.

The Secretary General added that the session’s agenda will also include the discussion and approval of the themes of the ministerial statements of the Ministry of Energy and Minerals and the Ministry of Endowments and Religious Affairs, pursuant to Article (69) of the Law of the Council of Oman, which stipulates the determination of the programme and discussion themes of ministerial statements.

He further noted that the session will also discuss several reports of the Council’s standing committees concerning a number of members’ proposals, including the report of the Media, Tourism and Culture Committee regarding the proposal to establish integrated service stations for motorhomes, and the report of the Economic and Financial Committee concerning proposals related to banking fees and support for national factories.
