During a visual presentation by the Undersecretary of the Ministry of Energy and Minerals, the Shura Council reviews the targets of the Oman Centre for Net Zero and the updated national plan

The Shura Council today (Monday) hosted H.E. Eng. Mohsin bin Hamad Al Hadhrami, Undersecretary of the Ministry of Energy and Minerals, who delivered a visual presentation on the objectives of the Oman Centre for Net Zero and the updated national plan. The session was attended by H.E. Sheikh Ahmed bin Mohammed Al Nadabi, Secretary General of the Council, along with esteemed Members of the Council. This engagement comes within the framework of strengthening cooperation between the legislative and executive institutions, whereby Members were briefed on the latest national efforts aimed at achieving carbon neutrality targets, in support of Oman Vision 2040 and the advancement of sustainable development.
His Excellency outlined before the Members the objectives of the Oman Centre for Net Zero and its role in leading the national transition towards a low-carbon economy through the preparation and updating of national plans, overseeing the implementation of initiatives and projects related to net zero, and managing the carbon certificates system and the national carbon registry. He further highlighted the Centre’s contributions in supporting scientific research and innovation, developing national capacities, enhancing energy efficiency, and keeping pace with global best practices and technologies in the fields of climate and energy.
The presentation also addressed the key features of the updated national plan, noting that it is based on an integrated roadmap for emissions reduction, supported by the necessary regulatory, legislative, and financial enablers. This approach ensures the balanced and sustainable achievement of net zero targets, with a focus on enhancing efficiency in priority sectors and accelerating their transformation pace.
He affirmed that the net zero pathway represents not only an environmental commitment, but also an economic opportunity that contributes to strengthening the competitiveness of the national economy, localizing green industries, attracting investment, creating job opportunities, and enhancing the competitiveness of Omani exports in global markets.
The visual presentation also highlighted the Centre’s key achievements, most notably the development of the national “Mizan” platform for carbon emissions management and inventory, which supports decision-makers by providing an integrated system for monitoring emissions reduction projects and measuring performance indicators across various sectors.
It further referred to developments in the carbon markets framework, including the regulatory and institutional steps taken to strengthen Oman’s presence in global carbon markets, attract investments, facilitate technology transfer, and create new opportunities for small and medium enterprises as well as national talent in areas related to the carbon economy.


This meeting reflects the Shura Council’s commitment to following up on priority national programmes and staying informed of developments in government policies related to energy transition and climate action, thereby enhancing its legislative and oversight role and supporting the integration of national efforts to achieve sustainable development.
