Reaffirming the Principle of Transparency and Strengthening Community Engagement Shura Council Issues Media Report Highlighting Achievements of the Third Annual Session (2025–2026) of the Tenth Term (2023–2027) - Key Indicators and Figures Reflect the Council’s Legislative and Oversight Performance

The Secretariat General of the Shura Council today (Sunday) released its media report highlighting the Council’s achievements during the Third Annual Session (2025–2026) of the Tenth Term (2023–2027). The report coincides with the conclusion of the Third Annual Session, following the Royal Orders of His Majesty Sultan Haitham bin Tarik to prorogue the Third Annual Session effective Sunday, 12 July 2026. This is in accordance with Article (41) of the Oman Council Law, which stipulates that, the convening and prorogation of both ordinary and extraordinary sessions of the Oman Council shall be effected by Royal Order.
 
The report presents key indicators and statistics covering the Council’s legislative and oversight activities, plenary sessions, the Council Office, standing committees, and parliamentary diplomacy. It reflects the significant legislative momentum witnessed during the current session and demonstrates the Council’s exercise of the powers vested in it under the Basic Law of the State and the Oman Council Law through the review of draft laws, discussion of government policies and plans, and activation of oversight tools. These efforts have contributed to strengthening the legislative framework, advancing the objectives of Oman Vision 2040, and supporting the Sultanate’s comprehensive development process.

The Council held 22 regular sittings during the Third Annual Session, including (5) ministerial statement sessions devoted to the Ministries of Labour, Health, Social Development, Transport, Communications and Information Technology, and Agriculture, Fisheries and Water Resources. These sessions examined sectoral performance, discussed challenges related to the implementation of development plans and programmes, and reviewed the future directions of the respective government entities.


The Council also discussed the State General Budget for Fiscal Year 2026 and the Eleventh Five-Year Development Plan (2026–2030), reflecting its role in deliberating the Sultanate’s economic and development policies.
The report further details the Council’s legislative work during the session, which included 35 government-referred items, comprising (17)  Draft laws, (14)  international agreements, the Draft State General Budget, and the Draft Eleventh Five-Year Development Plan, in addition to two legislative proposals initiated by the Council within its legislative mandate to modernize the legal framework and align it with the requirements of economic and social development.

The report also presents statistics on the oversight tools utilized by Council members during the session. A total of (188) oversight instruments were submitted, including (134) requests for clarification, (27) expressions of opinion Wishes, (7) parliamentary questions, (7) urgent statements, (5) ministerial statements, and one request for discussion. These covered a wide range of national and public service issues, reflecting the Council’s commitment to monitoring government performance and enhancing the quality of services provided to citizens.

The report also highlights the extensive work carried out by the Council’s standing committees, which held more than (75) meetings and completed the examination of over (90) subjects, including members’ proposals, reports on hosted officials, field visits, and working group assignments. Among the most notable studies was a comprehensive review of the knowledge economy. Meanwhile, the Council Office held (16) meetings to oversee legislative business and considered (24) letters and proposals submitted by members, citizens, and institutions, in addition to holding a joint meeting with the Council of Ministers.

The report also underscores the level of institutional integration between the State Council and the Shura Council, demonstrated through joint sessions and meetings convened to resolve differences over several draft laws. These efforts resulted in the approval of (12) government-referred draft laws, while the total number of draft laws approved through joint sittings since the beginning of the Tenth Term reached 26. Furthermore, (22) laws have been promulgated by Royal Decree since the commencement of the current term.

At the regional and international levels, the report highlights the Council’s continued efforts to strengthen parliamentary diplomacy. Since the beginning of the Tenth Term, the Council has participated in (65) regional and international conferences, meetings, and official visits, contributing to the expansion of parliamentary cooperation, the exchange of expertise, and the promotion of the Sultanate of Oman’s legislative experience on regional and international platforms.

The report also emphasizes the Council’s commitment to strengthening communication with society and promoting transparency through the publication of media statements and reports, the dissemination of information and statistics related to its activities, and the reception of official delegations, students, and researchers. These efforts have contributed to enhancing public awareness of the Council’s constitutional role and national responsibilities.
In addition, the report includes cumulative statistics covering the Council’s work during the First, Second, and Third Annual Sessions of the Tenth Term. These indicators reflect the Council’s sustained legislative activity and oversight of national priorities across various sectors. During the three sessions, the Council completed 73 legislative items, utilized (647) oversight instruments, and the standing committees finalized more than (300) subjects.

The annual media report issued by the Secretariat General reaffirms the Council’s commitment to transparency and community engagement through the publication of comprehensive information and data relating to its legislative and oversight performance. These achievements represent the practical implementation of the Council’s constitutional and legal responsibilities as defined by the Oman Council Law. The Council continues to publish this information through its official social media platforms and share it with various media outlets, enabling the public to follow its work with clarity and transparency.


The Shura Council continues to carry out its national responsibilities with determination and confidence, building upon a cumulative record of legislative achievement that keeps pace with the requirements of the current stage and serves the Sultanate’s national aspirations across all sectors. The Council reaffirms its commitment to preserving the distinguished role of the Shura institution while translating the wise approach and sound directives of His Majesty Sultan Haitham bin Tarik, and contributing to the realization of Oman Vision 2040 and the Sultanate’s future development goals.
