Legislative Committee discusses the Draft Real Estate Registry Law

The Legislative and Legal Committee of the Shura Council held its fifteenth meeting of the second annual session (2024–2025) of the tenth term (2023–2027) on Monday morning, chaired by of H.E. Dr. Ahmed Ali Al-Saadi, head of the Committee, and in the presence of their Excellencies members of the committee.
During the meeting, the Committee discussed the Draft Real Estate Registry Law, which was referred by the Government to the Council for study in accordance with the Law of the Council of Oman.
The Committee hosted specialists from the Real Estate Registry Secretariat at the Ministry of Housing and Urban Planning to consult their opinions and comments on the provisions of the draft law. The draft consists of (40) articles distributed across five (5) chapters.
The meeting also addressed the justifications for preparing the draft law. It was noted that the current Real Estate Registry system was issued by Royal Decree No. 2/98, and with approximately twenty-five years having passed since its issuance—during which Oman has witnessed comprehensive development, particularly in digital technologies related to the documentation and registration of legal transactions—the need for a new law has become apparent. These developments include the emergence of electronic title deeds and the shift toward remote authentication of legal transactions without the need for the physical presence of parties involved.
The proposed draft aims to align with these rapid technological advancements and to incorporate more effective and comprehensive regulatory frameworks that ensure efficient implementation of the law. The Committee’s review of this draft law comes as part of a series of legislative proposals referred to the Council for study, in line with recent legal and economic developments, and in support of Oman’s business and investment environment, consistent with the objectives of Oman Vision 2040.
