The Council shall elect the Chairman and his Deputies in an  extraordinary sitting prior to the annual session at the invitation of His Majesty the Sultan, for the same period. The election shall be conducted in accordance with the procedures stipulated in the Regulations. The Chairman shall assume office immediately upon the announcement of his election. The election shall be held by direct secret ballot and by an absolute majority of the members of the Majlis.

Oman Council establishment was preceded by the promulgation of the Basic Statute of the State (the constitution of the country) by Royal Decree No. (101/96) on November 6, 1996. The fifth chapter of this Statute stipulates Oman Council shall consist of the State Council and the Majlis A’shura. In addition, the Royal Decree No. 86/97 on the establishment of the State Council was issued on December 16, 1997. This law elaborates on all matters related to the Council in terms of competences and powers, conditions of membership, and means of practice.

The Majlis shall examine the matters referred to it by the Council of Ministers and express its opinion. The Council shall make its recommendations regarding the draft laws referred to it by the Council of Ministers. The Council of Ministers coordinates with  Majlis A’shura through regular meetings of the Ministerial Coordination Committee with the Majlis Bureau. An annual meeting is held between the two councils as per the directives of His Majesty the Sultan. This meeting helps in deepening interaction between the three councils for the benefit of the nation and the citizen.

The Majlis shall examine the matters referred to it by His Majesty the Sultan directly or by the Council of Ministers. The State Council shall submit its recommendations on the draft laws referred to it to the Council of Ministers and shall submit its recommendations in other matters to His Majesty. The Majlis Chairman shall also submit an annual report to His Majesty on the results of the Majlis work.

It is the lower house of the Omani Parliament ‘Oman Council’. The upper house is called State Council. It is a financially and administratively independent institution and is based in Muscat. It was established in 1991 to replace the previous Consultative Council of the State. It consists members who are representing the different Wilayats of the Sultanate. The Wilayats shall be represented by two members if the number of its population exceeds 30 thousands and by one member if the population is less than 30 thousands. The elections are held according to the Law regulating the Majls A’shura elections.
