Muscat – The Shura Bureau convened today (Monday) to deliberate on a series of ministerial responses and committee reports. Among these was the report prepared by the team responsible for the discussion session held with His Excellency the Minister of Labour concerning employment initiatives. This report incorporated pivotal recommendations emerging from the dialogue, which the Shura Bureau resolved to submit to the Council of Ministers in accordance with the Law of Majlis Oman.

Additionally, the meeting examined the report submitted by the Health and Social Committee regarding the proposed draft law aimed at combating tobacco and its derivatives. The report delineated the rationale underlying the proposal, its principal provisions, and its ramifications for extant legislation. Moreover, it encompassed an overview of the review process and the legal assessment provided by the Legislative and Legal Committee. Consequently, the Shura Bureau resolved to schedule the proposed draft law for consideration at an upcoming council session.
During its sixth regular meeting of the second annual session (2023–2027) of the tenth term, presided over by His Excellency Khalid Hilal Al-Ma’awali, Speaker of the Shura Bureau, and attended by Bureau members, the Assembly reviewed the Council of Ministers’ response concerning the council’s proposal to delineate employment pathways within the security and safety sector. The response affirmed that the Security and Safety Services Institution is undertaking an expansion of its operations to foster employment opportunities for job seekers, augment security services, and implement innovative solutions aligned with both current and prospective needs. In addition, a comprehensive report detailing the sectors and activities presently encompassed as well as those targeted for future expansion was submitted.
Furthermore, the meeting scrutinized several governmental responses and communications, including one from His Excellency the Minister of Transport, Communications, and Information Technology regarding an inquiry pertaining to the establishment of a commercial port in Sur Industrial City (Madayn). The ministerial response clarified that a government negotiation team has been constituted to review the feasibility study and the proposed model put forward by Sur Port Company, while the ministry is presently assessing alternative solutions.
In addition, the meeting assessed a response from His Excellency the Minister of Agricultural, Fisheries, and Water Resources concerning the ministry’s initiative to eradicate the Dubas bug. The Shura Bureau further deliberated on a communication from His Excellency the Minister of Education regarding curriculum development. This response affirmed the ministry's ongoing endeavors to update educational curricula in alignment with prevailing educational objectives and market requirements, and it underscored recent modifications to the national assessment system—spanning all subjects and educational levels—to conform with contemporary pedagogical theories.
Moreover, the meeting examined a response from His Excellency the Minister of Labour pertaining to Omanization rates in leadership and supervisory positions within the private sector. This response provided a detailed breakdown of leadership and supervisory roles across various private sector industries, accompanied by corresponding Omanization rates derived from data furnished by the National Center for Statistics and Information.
In conclusion, the Shura Bureau reviewed several oversight instruments submitted by its members for monitoring the performance of diverse governmental institutions and resolved to refer these instruments to the pertinent authorities for further action.
